On March 19 and 20 the Supreme Court of Administration will examine the litigations of Tsarevo municipality and Crash 2000 company concerning a construction ban in Strandzha preserve. The ban was introduced in 1995, as Strandzha was considered protected area. In case the ban is lifted, construction in the natural area will become possible and the preserve will cease to exist. In November 2006, Tsarevo municipality decided to address the ban in court, Darik Radio reported. If court decides to favour the litigations, the decision could either be appealed or Environment and Water Affairs Minister Djevdet Chakurov could issue a new document to confirm the preserve status of the Strandzha area. Sofia's future Simeonovo River Park residential development will cost about 100 million euro to build, Ivo Koloushev, director of Bulgarian developer Litos, told SeeNews newswire. The company controls a 50 per cent stake in the project and the remainder is in the hands of an unnamed foreign investor. Simeonovo River Park, whose construction began earlier this year, is due for completion in three years’ time. The project will spread over 248 000 sq m and will have 207 houses. Another 97 000 sq m will be occupied by maintenance space. Half the space is intended for parks and greenery comprising pedestrian and bike alleys, tennis and basketball courts. More than 80 million leva will be invested in road reconstruction in Shoumen area by end-2009, regional governor Todor Todorov said on March 10 2008, as quoted by Bulgarian news agency (BTA). The first tranche, 10.4 million leva, has already been transferred. It is earmarked for the rehabilitation of second-class roads between the villages of Radko Dimitrievo-Hrabrovo, Hitrino-Struino, Vekilski-Nikola Kozlevo and Venets-Yassenkovo, he said. The necessary financing to repair two lanes of Hemus highway in the Kaspichan-Nevsha village section has been secured, as well, Todorov added. Technical passports would become mandatory for all new buildings in Bulgaria, according to changes in territorial regulations voted in parliament on first reading on August 2. The documents would list characteristics of the construction like fire safety, noise isolation, energy saving and others, mediapool.bg reported. Initially the document would be required for new constructions only, Regional Development Ministry representatives said. Deputy Regional Development Minister Savin Kovachev said that the introduction of such documentation represented a step back.
