Legal changes will limit the swapping of municipal for private property, it emerged after parliament adopted three bills of amendments to the Municipal Property Act on first reading. Swaps will be done only on the initiative of municipalities for the purpose of implementing infrastructural or investment projects. According to the second bill, municipal property will be sold only by public auction, except when property is liquidated. The change of ownership from public to private or vice versa will have to be approved by two-thirds of the municipal advisers. Currently, only a simple majority is required. The third amendment is aimed at preventing the delay of expropriation of property when the owner contests the price in court. more
The new mayor of the town of Sozopol on Bulgaria's Black Sea has presented the amendments to the urban zoning plan, which would see 10km of coastline between Sozopol and Chernomorets built up into a an upgraded luxury version of of Sunny Beach resort, Dnevnik daily reports. Panayot Reizi, elected in November 2007, and new chief architect Roumen Aleksandrov announced plans for the construction of of beachfront villas, an aqua park, three golf courses and a small runway for charter planes. The proposed developments have been included in the revised general zoning plan of the city of Sozopol and would be presented to the municipal council within the next two weeks. Barely 14 per cent of the international retailers are present on the Bulgarian market, a survey of 250 brands, carried out by CB Richard Ellis consultancy company showed on March 14. The report, called How Global is the Business of Retail, placed Bulgaria in 40th place in the Europe, Middle East and Africa (EMEA) region. Britain was home to the highest percentage of the world’s top international retailers, with 55 per cent of 250 brands surveyed present, according to the study, which analysed retailer presence in relation to market sectors, country of origin, regional trends and other influences. more
Sofia city hall has discussed the possibility to allocate a one ha municipal plot in Zona B-5 neighbourhood for the construction of a new building for the Sofia City Court and Sofia’s prosecutor’s office, investor.bg reported on April 2 2008. It was announced at the session of the commission on spatial planning with the municipal council. Sofia chief architect Petar Dikov told the commission that the plot will be secured from the 10.2ha park area in Zona B-5, Bulgarian news agency (BTA) reported, as quoted by investor.bg. The 10.2 ha park space includes a three ha government plot, managed by Bulgarian State Railways (BDZ).
