Even though yields have decreased in recent years, Bulgaria's property sector was still a sound investment, fetching satisfactory returns at low risk, the chief executive of Bulgaria's biggest bank, UniCredit Bulbank, Levon Hampartzoumian told news conference. It was also unlikely to suffer the repercussions of global credit crunch, because business climate and economy models in the country followed a different pattern. After the initial bloom of real estate, price growth was expected to slow down to 15-20 per cent year annually, compared to 34 per cent rise last year, which showed a maturing market. Changes to urban and territorial planning, accepted in Parliament on first reading, would introduce technical passports for new and already existing property. Technical passports aim to list all construction characteristics, related to EU requirements for increased construction safety, Bulgarian news agency BTA reported. New technical passports would be needed in case the building is re-constructed or modified. Licensed consultants would inspect buildings before issuing the passport. The global real estate company ERA has predicted a 15% increase in the prices of real estate properties in Bulgaria in 2008. According to ERA, the number of real estate deals in Bulgaria in 2007 grew between 4% and 5% to reach a total of about 325 000. 25% of the deals were made by foreign buyers. Two-room apartments with an area of about 60 square meters remain the residential property of greatest demand on the Bulgarian market, the ERA research shows. Bulgaria's annual increase of the residential credits is estimated at 62%, with an average annual increase of 7,1% in the Eurozone. The average sale price for a sq m of residential property in Bulgaria reached 1090 leva in 2007, a 30 per cent increase on the previous year's 840 leva. The overall price hike of residential properties for the last three years was 300 per cent, Kapital weekly reported. Despite the price increase, the number of property deals rose by 10 per cent. Real estate agencies told Kapital Weekly the period between an apartment being offered for sale and signing a deal has dropped to less than a month. “All of us expected a price hike in the range from 10 to 15 per cent, but we were wrong,” Mladen Mitov, from Yavlena real estate agency, told Kapital Weekly.
