Legislative changes, drafted by the Bulgarian government, may enable the state to apply summary procedures for seizing private properties if they impede private infrastructure ventures, as well as public infrastructural projects, Dnevnik daily wrote. Private power stations, water supply networks or waste sites will be categorised by the government as an infrastructure facility of national significance that may warrant the seizure of a particular private property and turning it over to a private developer. Legal experts immediately described the proposal as controversial and unconstitutional. The proposed amendments to the State Property Act have been posted on the government website and are being co-ordinated with relevant state departments. Dutch TKP Pensioen Real Estate Fonds (TREF), which claims to be the biggest property fund in Europe with investments of more than one billion euro, has declared its interest to invest in Bulgaria, investor.bg quoted the head of real estate investment at TKP Investments, Robert-Jan Tel, as saying. TREF has started researching investment opportunities offered by Bulgarian funds, but also in other South East European countries. The fund already has put money in real estate investment trusts (REITs) in Hungary, Poland and Czech Republic, such as the US based AEW and a fund specialised in office properties, managed by Orco Properties. Aladin Develops 9m Leva Mixed Use Building In Sofias Lyulin 03/04/2008
Aladin Ltd. will invest nine million leva in the development of a multifunctional building in Sofia’s Lyulin neighbourhood, near Slivnitsa underground station, the company said in a statement on April 2. Construction on the building, which will house a Medstom medico-dental centre, a supermarket and retail units, is already underway. The contractor is Aladin Building, with design prepared by architect Krassimira Popova and Sdruzheni Arhitekti. The gross actual area of the complex, including underground and surface space, is 5 100 sq m. The compound will have a three-storey oval-shaped medical centre and a six-storey rectangular office and retail spaces part.
