Regular weekly checks on construction in Strandzha natural preserve are to start, Deputy Prosecutor-General Mitio Markov said. Information that construction is to begin at the Golden Pearl development, which is meant to be suspended, was the reason for the check-ups, Focus news agency reported. Building of the development is frozen, but the construction site was provided with electricity and water and preparations for construction had begun, Markov said. “No construction in the park will be allowed,” he said. US company ‘ITT', active in the defence and civil sectors, plans to invest $400 million in Bulgaria, told from Balkantel, the company's local representative, quoted by Dnevnik a.m. ‘ITT' plans to build new production facilities as part of its local expansion. The company is after one of the major contracts for the modernisation of the Bulgarian armed forces: the procurement of communication and information systems for the general staff, land forces, navy and the air force, sources told Dnevnik. Legislative changes, drafted by the Bulgarian government, may enable the state to apply summary procedures for seizing private properties if they impede private infrastructure ventures, as well as public infrastructural projects, Dnevnik daily wrote. Private power stations, water supply networks or waste sites will be categorised by the government as an infrastructure facility of national significance that may warrant the seizure of a particular private property and turning it over to a private developer. Legal experts immediately described the proposal as controversial and unconstitutional.
