Sofia will be divided into 6 large zones with respect to the height of the new buildings

Sofia to be divided into 6 large zones in terms of the maximum height of new buildings. This is proposed by politicians from GERB with amendments to the Sofia Municipality's Structure and Construction Act, which have been submitted to the National Assembly Registry. The amendments were developed mainly by the experts of the Sofia Municipality and the Department of Architecture and Urban Planning.

The changes create two areas suitable for building skyscrapers. To them can be added the area around Todor Aleksandrov Blvd., where also tall buildings are envisaged, but under certain conditions.

At the same time, a number of restrictions are introduced in the development areas, where no maximum values ​​for the cornice height of the buildings in the Annex to Art. 3, para. 2 of the Law on Urban Landscape Protection. The following areas are not explicitly indicated as the maximum cornice: Old Town Center, New Business Center (near Todor Aleksandrov Blvd.), the central mixed area, mixed multifunctional zones, public service areas. For the remaining territories of Sofia, the height restrictions in the annex to Art. 3, para. 2.

Restrictions will primarily affect landowners in mixed multifunctional zones and in public service areas. Here are the new zones in the capital:

1. ZONES FOR VERY HIGH CONSTRUCTION

There are two areas for very high construction, where the height of the buildings will not be restricted, regardless of the area in which they fall. This will allow the construction of skyscrapers in these places.

The first territory without limitation for cornice will be to the east and west of the Sofia ring road after Lyulin junction with boundaries: 3 March St., Filipovtsi, Sheyovitsa River, Kakach River, Dobrinova skala "from" Slivnitsa "Blvd. to the Kakach River," Dobrinova Skala "Blvd.," Ickach Graziani "Str.," 3 march "Str., From" Ickach Graziani "Str., To the Sofia Ring Road road.

The second territory will be along Tsarigradsko shosse Blvd., after 7 km with boundaries: Alexander Malinov Blvd., Hristofor Columbus Blvd., Prof. Tsvetan Lazarov Blvd., Obikolna Str. Tsarigradsko Shosse Blvd., Obreshta Str., Samokovsko Shosse Blvd., Andrey Sakharov Blvd., Resen Street, Anna Ahmatova Str.

2. CENTRAL URBAN PART - UP TO 50 METERS

A limit for cornice height of up to 50 meters is introduced for the territory of the Central City District, except for future development in the new business center around Todor Alexandrov Blvd.

The central part of the city includes the territory falling within the boundary of the main square of the Central Railway Station, west on Kniaginia Maria Louisa Blvd. to "Opalchenska" Str., Opalchenska Str. To the south of Slivnitsa Blvd. "Slivnitsa" to the west to "Ivan Ivanov" Blvd., Ivan Ivanov Blvd., south to "Pirotska" Str., On "Pirotska" Str., West of Konstantin Velichkov Blvd., Konstantin Velichkov Blvd. to the south towards Alexander Stamboliiski Blvd., on "Al. Stamboliiski" Blvd. eastwards to Pencho Slaveikov Blvd., on Pencho Slaveikov Blvd. (project and existing route) of southeast of Vitosha Blvd., Vitosha Blvd. southwest to Bulgaria Blvd., Bulgaria Boulevard east to Evlogi and Hristo Georgiev Blvd., Evlogi and Hristo Georgiev Blvd., to the east, northeast and north to "Gen. 3. THE NEW BUSINESS CENTER / Around "TODOR ALEXANDROV" BULGARIA /

Sofia's new business center around Todor Alexandrov Blvd is mentioned in two places in the amendments to the WSMAA. In general, these are the neighborhoods / in the urban development / between "Konstantin Velichkov Blvd. in the west, Pirotska Blvd. in the north, Alexander Stamboliyski Boulevard in the south and Vitosha Blvd. and Knyaginya Maria Luiza Blvd. east (in the section between "Hristo Botev" Blvd. and TsUM area is larger in the north and south direction).

In the appendix to Art. 3, para. 2 it is said that the cornice cornice for the properties in this zone will be unlimited. But the proposed changes to the law itself make it clear that height restrictions will still exist. The most important new text is that: "the construction in the UPI facing the first-class street II and III class in the new business center's development area is based on detailed spatial plans prepared on the basis of spatio-spatial surveys in scope , minimum face of 1 neighborhood ".

We remind that at the end of 2016 the Sofia Municipal Council adopted a volume-survey study, a new DDP and specific rules and norms for the territory around Todor Alexandrov Blvd. between "Opalchenska" Str. And Konstantin Velichkov Blvd. From these, it is clear that the tallest buildings along the boulevard are planned for about 130 meters.

4. SOUTHERN BUILDINGS - UP TO 75 METERS

A limit for cornice level up to 75 meters is introduced for the southern parts of Sofia - for those areas where no maximum values ​​for the cornice height of the buildings in the Annex under Art. 3, para. 2. The purpose of this measure is to preserve the visual corridors to Vitosha Mountain, as recommended in the Sofia report by Danish urban planner Jan Geel and his team.

The restriction will apply to the territory between Tsar Boris III Blvd., Pencho Slaveykov Blvd., Evlogi and Hristo Georgievi Blvd., Dragan Tsankov Blvd., Prof. Marco Semov Str., Blvd. "Andrei Sakharov", Alexander Malinov Blvd and the South Arc of the Ring Road. This means that the construction of skyscrapers will be banned in almost all southern districts of Sofia - Lozenets, Izgrev, Dianabad, Studentski grad, Mladost 1, Mladost 2, Malinova dolina, Vitosha "," Krastova Vada "," Manastirski Livadi "," Buxton "," Borovo "," Krasno Selo "," Beli Brezi "," Strelbishte "," Gotse Delchev "," Hippodrum "," Ivan Vazov ". In these areas the maximum height will be 22-25 floors.

5. NORTH, WESTERN AND EASTERN QUARTERS - UP TO 125 METERS

A limit for cornice elevation up to 125 meters is introduced for the northern, western and eastern parts of Sofia - for those areas where no maximum values ​​for the cornice height of the buildings in the Annex under Art. 3, para. 2.

This will apply to the territory, limited by the Central City District, Tsar Boris III Blvd., the Sofia Ring Road, the Northern Construction Frontier of Sofia, the Eastern Construction Border of Sofia, the Sofia Ring Road, Alexander Malinov Blvd., "Andrei Sakharov", "Prof. Marko Semov", "St. Kliment Ohridski" Blvd., Dragan Tsankov Blvd.

6. "BOYANA", "DRAGALEVCI", "SIMEONOVO" - UP TO 15 METERS

A limit for cornice elevation of 15 meters is introduced in the neighborhoods of the collar collar. For most properties there are now maximum values ​​for the height of new buildings - usually between 10 and 15 meters. The new restriction will apply to the public service areas and to the mixed multifunctional zones in the territory of Boyana, Dragalevtsi and Simeonovo.
